PAL export of NTSC project

I need both NTSC and PAL DVDs of a Premiere project which was created in the NTSC format. I have successfully exported the project in the NTSC format using the Adobe encoder.

But when I set the encoder to PAL settings, the video movement is jerky. (It stair steps the faster zooms and such.) How can I export an NTSC Premiere project to a PAL DVD without losing quality and smoothness of movement?
